Subject: FEMA, flood disaster, County Application for Mitigation Funds

Concerning the recent flooding December 2007  in Oakville and East County...

We are a Federal Disaster Area - like 1996
We have applied to FEMA - like 1996
We have applied to SBA - like 1996

In 1996 we could not apply for FEMA's Hazard Mitigation Grant Program (HMGP), because GH County did 
not make application.

As a result I spent $40,000 of my savings and retirement funds to mitigate for flooding by erecting a flood wall 
around my house.

The flood wall worked, but the flood waters won - hydrostatic pressure forces water to level out and every 
critter hole or tunnel that took place over the last 11 years was a hose into the home area.  As a result we had 
over 2 feet of water in the first floor area.  It was and is a disaster.  Photos are online at:

Will the county be making application to FEMA's Hazard Mitigation Grant Program (HMGP) for this disaster?  

One of the options we reviewed in 1996 was elevating, as well as abandoning the first floor and adding an 
extension on the second floor.  We need a solution this year or certainly next year.

I am extremely interested in the county's position and plans to apply for this program if the county allows 
disaster victims to participate this time.

I would appreciate a reply as soon as you know what steps the county plans to take.
